The speculation has been fueled even further with Turki Al-Sheikh, Chairman of the General Sports Authority in Saudi Arabia, tweeting a photo of Hogan:

Al-Sheikh had reportedly requested that Hogan appear at the Greatest Royal Rumble but WWE was not able to make that happen at the time. With Hogan being "reinstated" into the WWE Hall of Fame, the odds of him appearing at the Crown Jewel event appear to be more realistic.
